- The project funds the construction of an anaerobic digestion facility and biogas upgrading/compression system at Recipient's existing rendering facility that will provide 250 kilowatts of electrical power to the facility and provide compressed natural gas (CNG) as vehicle fuel for Recipient's fleet as well as other customers. The project benefits the Recipient, partner biogas Energy, and the public by reducing reliance on petroleum fuels, reducing greenhouse gas emissions, and increasing local green jobs.

- The project will produce less than 50 MW of energy, will not result in a net increase in air emissions or produce new emissions, will comply with all state, federal, and local laws (as required under Butte County's Conditional Use Permit), will not result in an increase in noise, is within 300 feet of the rendering facility, and is surrounded by agricultural and open space land. The project will also be built on already disturbed land. There are no anticipated environmental impacts, and therefore the project is categorically exempt under section 15329.
