Document Description
Josh and Tammy Salans (Applicants) filed a water right Application 31461 with the State Water Resources Control Board, Division of Water Rights (Division) on September 30, 2003. The application requests the right to continue to divert to storage up to 36.9 acre feet per year in an existing onstream reservoir. The reservoir is located on an Unnamed Stream tributary to Potter Valley Irrigation District West Canal thence Unnamed Stream (aka Ross Creek) thence Powerhouse Canal thence East Fork of the Russian River. The season of diversion is from October 1 of each year to May 31 of the succeeding year. The purpose of use are irrigation, recreation, and fish and wildlife preservation and enhancement.

Reasons for Exemption
The baseline for this project is September 30, 2003, the date the application was filed with the Division. The existing reservoir and the place of use were developed prior to the baseline date. A portion of the exiting place of use will be re-planted due to damage done by voles (field mice). Thus, the project qualifies for a Class 1 (Existing Facilities) and Class 4 (Minor Alterations to Land) Categorical Exemptions in accordance with Title 14, California Code of Regulation, section 15300.
