This Draft Plan Amendment/EIS addresses two decisions by the US Department of Interior Bureau of Land Management (BLM): possible approval of an amendment to the CA Desert Conservation Area Plan (CDCA Plan) to recognize the site of the proposed Palen Solar Electric Generating System (PSEGS) as appropriate for the proposed use; and the possible approval of a right-of-way grant to Palen Solar Holdings, LLC for construction, operation and decommissioning of a solar thermal electricity generating facility. The Draft PA/SEIS supplements the Palen Solar Power Project PA/FEIS (2011), identifying impacts of the modified proposed action and alternatives, including impacts related to biological resources, cultural resources, land use, visual resources, hydrology, water quality, and water use.
