The Project replaces and supersedes the Sotoyome Community Development Plan, as previously amended, and amends the Plan to: 1) Extend by 10 years the effectiveness time limit from 6/16/34; 2) Extend by 10 years the time limit to repay debt and collect tax increment from 6/16/34 to 6/16/44; 3) Repeat the debt establishment limit currently established at 1/1/14; 4) increase the tax increment from $307 million to $850 million; 5) Increase the bonded indebtness limit from $100 million to $125 million; 6) Reinstate eminent domain over non-residential uses for 12 years from the adoption of the 6th Amendment; 7) Make certain technical corrections, revise, and update the various text provisions within the Development Plan to conform to the requirements of the California Community Redevelopment Law.
