Document Description
The Permittee is required to obtain a Lake and Streambed Alteration Agreement (LSAA No. 1600-2013-0151-R6) to implement dust control on ~3.1 square miles of dry lakebed that has been identified in Great Basin Unified Air Pollution Control District (GBUAPCD) Abatement Order No. 1100371-01, Stipulated Order for Abatement, dated March 17, 2011. In addition, the Permittee will transition 3.4 sq. mi. of shallow flooding to a hybrid control measure or to gravel cover. The Permittee will implement current Best Available Control Methods (BACMs) including gravel cover, shallow flooding, and managed vegetation. The Permittee's goal for the project is to implement dust control measures on Owens Lake to meet regulatory dust control requirements without increasing water commitments and maintaining existing habitat, improving aesthetics, providing safe limited public access, preserving cultural resources and utilizing existing infrastructure.
