Document Description
CDFW has executed lake and streambed alteration agreement no. 1600-2014-0005-R5, pursuant to section 1602 of the fish and game code to the project applicant, City of Lake Forest. The project will develop the Lake Forest Civic Center project. A portion of an unnamed stream will be filled to accommodate the construction of a community center, council chambers/performing arts theater, city hall, and associated parking facilities. An existing storm drain will be extended beneath the development area to a new storm drain outlet at a constructed retaining wall which will form the downstream boundary of the filled development area. A new stream will be created east of the existing perennial stream. A series of drop structures consisting of un-grouted rock rip will be installed across the new stream channel to accommodate the elevation difference between the proposed storm drain outlet and the confluence of the new stream with the existing perennial stream. To compensate the 1.10 acres of permanent stream impacts, the project will mitigate the impacts through the creation of 0.56 acre southern willow riparian forest, the enhancement of 0.50 acre of southern willow riparian forest within a 0.91 acre preservation area, and the restoration of 1.0 acre of stream habitat.
