Reasons for Exemption
Changes in the organization of local governmental agencies where the changes do not change the geographical area in which previously existing powers are exercised. Since the unification of the Woodlake Union School District and Woodlake Union High School District, currently served by a common administration, will not change the geographical area in which their previously existing powers are exercised, the criteria specified in 15320 is satisfied. In addition, it can be seen with certainty that there is no possiblity that the project could have a significant effect on the environment.
