Document Description
KDWD is authorized by its enabling legislation to adopt a plan for water allocation"…in accordance with equitable upon the lands within the district" (California Water Code 35526). Consistent with such authorization, KDWD developed the draft Kern River Water Allocation Plan (Plan). The Plan outlines KDWD's proposed operational changes to optimize the use of water available to KDWD, provide operational flexibility, and maximize the beneficial use of its Kern River water entitlement. In the past years, KDWD operational practices have resulted in some of KDWD's Kern River Water entitlement being released for diversion and use by junior water right holders. By implementing the proposed operational changes under the Plan, KDWD's full Kern River water entitlement would be diverted and utilized by KDWD, eliminating historic release water to North Kern Water Storage District, the City of Bakersfield, and others.
