- The project entails a conditional use permit for: (a) the development of a surface mining and reclamation plan in accordance with the Surface Mining and Reclamation Act (SMARA) of 1975; (b) asphalt and concrete recycling operations; and (c) two batch plants, one asphalt and one concrete, in addition to ancillary facilities, which would operate during the course of mining and cease operations upon the commencement of final reclamation.
