Document Description
The proposed project analyzed in this IS/ND is the adoption and implementation of the City of Calexico's (City) Zoning Ordinance and Zoning Map Update. The existing Zoning Ordinance was adopted by the City in 1992. The City's General plan was updated in 2007 and was analyzed in a programmatic EIR that assessed the environmental impacts resulting from the development of land uses and implementation of policies established by the general Plan (Calexico 2007a). The Zoning Ordinance Update is intended to implement the new land uses and policies established by the General Plan.
A city's zoning ordinance provides regulations by which a city can regulate land use. Typical zoning ordinances include both text regulations and a zoning map. Types of regulations in an ordinance include allowed uses, heights, setbacks and lot coverage. The purpose of zoning is to promote and protect public health, safety, and welfare, and to safeguard and enhance the appearance and quality of development within the City. State law requires that zoning on any parcel be in conformance with the city's general plan land use designation (Section 65860 of the Government Code).
