Document Description
The mission of the California Department of Corrections and Rehabilitation (CDCR) Dental Program is to provide constitutionally adequate dental care to CDCR inmates. The proposed project is the first of three planned phases of the Dental Program Implementation. The Dental Program has been initiated to comply with the Perez vs. Cate Stipulated Agreement, regarding provisions for dental services to the inmate population. The Dental Program includes the decentralization of dental services, as well as the expansion of existing yard clinics, expansion of existing central health facility clinics, provision of dental clinic space at Administrative Segregation Units (ASUs), Security Housing Units (SHUs) and Psychiatric Services Unit (PSUs) to eliminate the costs and barriers to care currently driven by the requirement to escort these inmates to dental clinics.

Reasons for Exemption
This project consists of modifications to exisitng facilities and the construction of new, small facilities that do not exceed 10,000 square feet in previously disturbed areas with no significatnt environmental resources. The project does not involve the use of any significant amounts of hazardous substances. Existing on-site electrical and gas services will be extended to the new structures and the project will result in a minimal increase in water use and wastewater generation.
