Simpson Reed Grove Improvements
NOE - Notice of Exemption
Construct a 380-foot trail reroute from Walker Road to the Simspon-Reed Grove Trail at Jedediah Smith Redwoods State Park to eliminate the existing access from Highway 199 and improve vistor safety. The construction technique would be a wall-less turnpike, consisting of imported aggregate compacted in place without curbs and 5 feet in width. Trail work will remove duff and organic soil layer down to mineral soil, apply Class 2 aggregate 6" to 9" thick along the trail corridor and shape into a crowned cross section. Compact the aggregate in lifts to ensure a firm non-deformable, well-drained surface and install a new directional sign at the intersection with the Simpson Reed Trail.
The repair, maintenance and minor alteration of existing public facilities involving no expansion of use beyond current levels included as "modifications of existing facilitties for handicap access and "trail or road repairs' in the Department of Parks and Recreation's list of exempt activities in accordance wit CCR section 15300.4.
