Document Description
DTSC is considering approval of a Non-Time Critical Removal Action that would allow the U.S. Department of Navy to conduct a removal action to reduce the threat to human health, welfare and the environment posed by hazards from potential buried munitions and explosives of concern at the former Production Manufacturing Area (PMA) and South Shore Area (SSA). The Non-Time Critical Removal Action is described in the Engineering Evaluation/Cost Analysis/Interim Remedial Action Plan (EE/CA/IRAP). This document is prepared under federal law by the Navy and the navy documents its approval in an Action Memorandum (AM). DTSC would approve the EE/CA/IRAP pursuant to the requirements of the Comprehensive Environmental Response, Compensation and Liability Act; the National oil and Hazardous Substances Pollution Contingency Plan in Title 40 of the Code of Federal Regulations, Part 300; and the California Health and Safety Code. Chapters 6.5 and 6.8.
