- Shiloh Wind Partners, LLC (the Applicant), wholly owned and managed by enXco, Inc. (enXco), proposes to develop the Shiloh IV Wind Energy Project (the Project) in the wind resource area in the Montezuma Hills, in southeastern Solano County, CA. The Project would be located in a 3,012-acre area, comprising 22 parcels, leased to the Applicant to construct and operate the proposed wind turbines and associated facilities. For the purposes of this EIR, the term "project area" refers to this 3,012-acre area within the project boundaries where the applicant would locate the proposed facilities. The proposed 50 wind turbines would generate 100 megawatts of electricity, which would connect to the Pacific Gas & Electric Company (PG&E) 230-kV grid and be transmitted to the consumer power market in Northern CA through utilities, municipalities, and cooperative in furtherance of the goals of the 33 percent CA Renewable Energy Portfolio standard.
