The proposed project involves a Special Use permit No. PSP 10-043 to approve a landfill gas power production facility on 1.63 acres in the AE-20 (Exclusive Agriculture) Zone. The project site is located at 21063 Avenue 128, Porterville, California (Assessor's Parcel Number 302-130-002) between Road 208 and the Friant-Kern Canal, approximately 5.4 miles southeast of downtown Porterville in Tulare County. The project site is located on the northeast quadrant of the Teapot Dome Landfill and has been in use as a flaring operations since 2000.
