Document Description
The Project is comprised of two actions: (1) the reconductoring of an existing power line system by rebuilding it as a double circuit line through the replacement of poles and towers and upgrading the substations and (2) constructing a new switching station to connect several transmission lines together into a common bus. The two actions have overlapping work and impact areas totaling approximately 2.5 acres. Minor Amendment No. 2 extends to 48 months the deadline by which completion of Habitat Managment (HM) land protection must occur. The Project will result in impacts to 79.02 acres of California tiger salamander (Ambystoma californiense) and San Joaquin kit fox (Vulpes macrotis mutica) habitat including temporary impacts to 72.1 acres; the Project will permanently remove 6.32 acres of California tiger salamander and San Joaquin kit fox habitat. The Project is expected to result in incidental take of California tiger salamander and San Joaquin kit fox, which are designated as a threatened species under the California Endangered Species Act. The ITP and Major Amendment No. 1, and Minor Amendment No. 2 (collectively, the ITP, as amended) authorizes incidental take of species listed under CESA that may occur as a result of Project Implementation. CDFW issued the ITP, as amended, as a responsible agency under the California Environmental Quality Act (CEQA) relying on the Mitigated Negative Declarations prepared and certified for the Project by the lead agency, the California Public Utilities Commission (CPUC).
