The project proposes the Third Amendment to the Howard Hughes Center Development Agreement, which includes a 15 year Extension of the Development Agreement to 2026, and additional flexibility regarding the permit uses of the 4 remaining undeveloped lots at Howard Hughes Center. The proposed amendment would allow an alternative development option of any use permitted within the C2 Zone, with specified exceptions. The project would retain mitigated measures previously adopted pursuant to CEQA for development at Howard Hughes Center as applicable, as well as the other development limitation (including limitations on building height, the existing PM peak hour trip cap, and the 3:1 average floor area ratio limitation) of the existing Development Agreement.
