Document Description
This emergency project proposes to raise low spots in the critical area of an existing localizer on Runway 28R on Montgomery Field to prevent water pooling. The low spots will be raised by using clean imported fill to ensure drainage is away from the critical areas as recommended by the Federal Aviation Administration (FAA). The critical area boundary for this project is depicted in Exhibit A, site plan, plus a 2:1 transitional sloping area between the new fill and the existing grade. Compaction will be to 95% of th maximum dry density as found in ASTM D 1557. Due to the Localizer, impacts to vernal pools could not be completely avoided but the project was modified to cause the least amount of damage to the drainage of the site and the underlying soils as recommended by the resource agencies.

This emergency work provides the minimum amount necessary to restore stabilitzation to the critical radar signals of the Localizer antenna in accordance with FAA regulations. This work is necessary to prevent additional failure of the system which resulted from pooling water caused by seasonal rains which deflects the radio signal resulting in transmittal of an erroneous signal to landing aircraft, and thus posing a threat to the safety of life and property.
