This DEIR provides an assessment of the City of Vacaville General Plan and Energy and Conservation Action Strategy (ECAS). The General Plan will guide development and conservation in the city through 2035. The proposed ECAS outlines strategies to reduce greenhouse gas (GHG) emissions in compliance with the 2006 Global Warming Solutions Act (Assembly Bill 32).
