Project Title cont: River, and an Implementation Plan to Achieve the TMDL and Related Habitat Enhancement Goals The project is a Basin Plan amendment to establish to a TMDL and an implementation plan to achieve the TMDL and related habitat enhancement goals. The Regional Water Board is obligated under Section 303(d) of the federal Clean Water Act to develop a TMDL for the Napa River to address sediment impairment. The Basin Plan Amendment includes: (a) numeric targets for sediment that protect water quality; (b) a total maximum daily load for sediment in the Napa River; (c) allocations for all significant sediment source categories; and (d) an implementation plan to achieve the TMDL and related habitat goals (e.g., habitat complexity, baseflow, fish passage, and stream temperature); and (e) a statement of evaluation and monitoring that will be conducted to gauge progress toward meeting the targets and goals.
