Rule 203 contains procedures for the review of new and modified stationary sources of attainment air pollutants and provides mechanisms by which permits may be granted without interfering with the attainment or maintenance of ambient air quality standards. In this amendment, the Air District incorporates the EPA's most recent (PSD regulations to the extent permitted by State Law, and the new federal greenhouse gas requirements. The Air District also limits certain provisions in the 1991 rule which improperly established the Air District's authority to act as the EPA Administrator. Rule 203 replaces the outdated SIP Approved PSD rule, Rule 202, which was originally adopted in 1984.
