Reasons for Exemption
The project involves only the transfer of funding between the Agency and the City for the potential future development of an affordable housing project within the Agency's redevelopment area. The City and/or the Agency will be responsible under the agreement for conducting any and all necessary CEQA review of any design, demolition, construction and related services and costs for the affordable housing project and approval of the actual project. Since this approval involves only the entry into a cooperation agreement rather than the commitment to any specifically, defined project, this action is exempt from CEQA review pursuant to CEQA Guidelines section 15061(b)(3), which allows an agency to exempt an activity from CEQA where it can be seen with certainty that there is no possibility the activity in question may have a significant effect on the environment.
