Reasons for Exemption
The project involves only the transfer of funding between the Agency and the City for the provision of a new police headquarters facility in the City of Cloverdale within the Agency's redevelopment area. The City of Cloverdale and/or the Agency will be responsible under the agreement for conducting any and all necessary CEQA review of any land acquisition, construction and approval of the actual project. Since this approval involves only the entry into a cooperation agreement rather than the commitment to any specifically, defined project and/or project location, this action is exempt for CEQA review pursuant to CEQA Guidelines section 15061(b)(3), which allows an agency to exempt an activity from CEQA where it can be seen with certainty that there is no possibility the activity in question may have a significant effect on the environment.
