The proposed project is a Capital Improvement Program (hereinafter "CIP") covering a suite of transportation improvements throughout the City of Plymouth. The CIP includes a variety of individual transportation improvements that are intended to serve the aggregate future traffic demand that is projected to result from build-out of City's General Plan, combined with additional future growth in regional through-traffic.
