- The Department of Toxic Substances Control (DTSC) has prepared this Remedial Action Plan (RAP) for impacted soil associated with White Rock Burn Dumps 1 and 2 (WRD1 and WRD2), Sacramento County, CA. This RAP proposes excavation of debris from WRD2 and transport to and consolidation with debris at WRD1 in the closure area. The consolidated debris at WRD1 is to be covered with 4-foot-thick monolithic native soil cover, re-vegetated and deed restricted as a park or open-space.
