A solid waste disposal trucking facility and green waste/recycling collection center was established on the site in 1992. The site is zoned AE-20 (Exclusive Agriculture - 20 acre minimum). The Culter-Orosi Area Land Use designates an 11.3-acre portion of APN 021-260-017 as "Industrial Reserve" and the eastern 6.71 acre portion of APN 021-260-017 and the drainage basin on adjoining APN 021-260-011 as "Residential Reserve".
Document Description
1) General Plan Amendment to the Culter-Orosi Community Plan to change the land use designation of ~6.77 acres of an 18+/- acre site from Residential Reserve to Industrial and the remaining 11.3 acres of the site from Industrial Reserve to Industrial; 2) Zone Change on the same 18.01 acres to change the zoning from the AE-20 (Exclusive Agricultural - 20 acre minimum) Zone to the M-1 (Light Industrial) Zone; 3) Special Use Permit to expand a solid waste recycling facility, now existing on the site, to increase capacity from 500 tons per day to 2,000 tons per day (increasing processing volumes of construction & demolition debris, inert materials & green waste), include commercial recycling for business & multi-family residences, process co-collected residential green waste with food waste, change a temporary household hazardous waste collection facility to a permanently facility, add processing of commercial food waste & a biomass gasification unit.
