The proposed project consists of the Navy's Proposed Plan (PP) for the final remedial action to address hot spot areas, soil impacted with arsenic, dioxins, dibenzofurans, and organic/inorganic lead at Installation Restoration Program (IRP) Site 3, the Former Salvage Yard, at Naval Base San Diego (NBSD). This proposed action will consist of the excavation and offsite disposal of approximately 2,900 cubic yards of soil and asphalt from these hot spots. Excavated material will be stockpiled and profiled on-site and disposed of at a permitted landfill facility. The excavated hot spot areas will be backfilled with clean, imported soil, and the areas repaved.
