Document Description
The Project involves constructing the Lockhart Substation and associated facilities to interconnect the 250 megawatt Abengoa Mojave Solar Project to Southern California Edison's existing Coolwater-Kramer No. 1 220 kilovolt transmission line. In order to support the interconnection, a telecommunications Special Protection System will be required to provide transmission line protection, monitoring, and remote operation capabilities of the electrical equipment at Lockhart Substation. This proposed project involves construction and operation of a new lateral pipeline , a new tap and pig launcher will be constructed within and immediately adjacent to Kern River's right-of-way (ROW), and a new meter station and pig receiver will be constructed within the Molycorp site. The Project will result in permanent impacts to 23.22 acres of Mohave ground squirrel and desert tortoise habitat resulting in incidental take of individuals of these species, both of which have been designated as threatened under the California Endangered Species Act (CESA). The incidental take permit issued by DFW, authorizes incidental take of species listed under CESA that may occur as a result of Project implementation.
