California Code of Regulations title 14, section 15262 provides for a categorical exemption for projects limited to feasibility or planning studies for possible future actions that have not yet been approved. The Petaluma Trestle project consists of planning and design work, including the preparation of engineered plans, permit applications and environmental review documents for possible future action that has not yet been funded by the Conservancy (or approved by any other public entity).
