- A zone change to incorporate the Wind Energy Combining District on a 1,292 acre portion of the site to allow the construction of up to 116 wind turbines which would generate up to 339 MW of electricity and to permit the construction of their ancillary facilities and supporting infrastructure and the concrete batch plants are necessary to provide concrete and materials for turbine, substation, and building foundations. The application also proposes to incorporate flood hazard zoning for areas subject to flooding. Access to the project is provided by Jawbone Canyon Road and Kelso Valley Road, which are both paved public roads. Once onsite, there is an existing network of unpaved roads that allow for access throughout the site. The project will also include the construction of an approximately 10-mile long generation interconnection (gen-tie) line to connect the new project to the existing Sky River Substation, which is located approximately five miles south of the project site.
