Project is issuance of an NCCP Permit per Fish and Game Code 2835 for the Measure M2 Natural Community Conservation Plan/Habitat Conservation Plan (Plan) prepared by the Orange County Transportation Authority (OCTA). OCTA prepared an EIR, which was adopted in Nov. 2016 for the Plan. The Plan identified the Covered Activities, which will be carried out by OCTA that may result in take of 12 Covered Species within the Plan area. The Plan includes a conservation strategy to compensate for impacts on Covered Species including land acquisition, habitat restoration and implementation of an adaptive management strategy on the conserved lands.
