- OCTA and USFWS have prepared a joint EIR/EIS to evaluate the potential impacts associated with the issuance of incidental take permits (ITPs) by the CDFW and USFWS for the M2 NCCP/HCP. The M2 NCCP/HCP has been prepared to fulfill the requirements for issuance of an incidental take permit under Section 10 of the Federal Endangered Species Act and Incidental take authorization under Section 2835 of the State Fish and Game Code (California Natural Community Conservation Planning Act -- NCCPA). The purpose of the proposed NCCP/HCP is to protect and enhance ecological diversity and function in Orange county, and to contribute to and enhance the integrity and connectivity of the existing protected lands in Orange County.
