- Note: Response to Comments The OCTA has prepared a draft Natural Community Conservation Plan/Habitat Conservation Plan (the Plan) that will provide for habitat conservation/mitigation strategy to off-set environmental impact of the Measure M2 freeway improvement project. The M2 freeway projects are funded by a half-cent sales tax measure and were approved by Orange County voters in November 2006. The draft EIR/EIS analyzes the impacts of the proposed issuance of take permits to OCTA under the NCCPA (CDFW) and ESA (USFWS) based on implementation of the Plan. The Plan will identify the Covered Activities carried out by OCTA that may result in take of Covered Species within the Plan area. Anticipated Covered Activities currently consist of thirteen proposed M2 freeway improvement projects.
