The OCTA intends to prepare an NCCP/HCP (the Plan) that will provide for habitat conservation/mitigation strategy to off-set impacts of proposed M2 freeway improvement projects. The purpose of the EIR is to analyze the impacts of the proposed issuance of a CESA incidental take permit based on implementation of the Plan. The Plan will identify the Covered Activities carried out by OCTA that may result in take of Covered Species within the Plan area. Anticipated Covered Activities currently consist of thirteen proposed M2 freeway improvement projects.
