Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under Division 4.5, California Code of Regulations, Title 22, Chapter 20, prepared an Addendum to a previously adopted Initial Study/Negative Declaration (IS/ND) for the approval of a Hazardous Waste Facility Permit Renewal (Permit) pursuant to California Health and Safety Code, Chapter 6.5 for the Veolia Environmental Services Technical Solutions LLC Azusa (Veolia) Facility (Facility). Veolia applied for a Permit to continue operating a Resource Conservation and Recovery Act (RCRA) Hazardous Waste Treatment, Storage and Transfer Facility. The Facility is an active hazardous waste transfer, treatment, storage, and disposal facility that receives hazardous and nonhazardous waste from off-site sources for the purposes of processing, storing, treating, recycling, transferring, and discharging to the publicly owned treatment works. Regulated and unregulated waste is received from commercial, industrial, and household sources from throughout California, nearby states, and Mexico. Activities conducted at the Facility include solvent reclamation, fuels blending, waste distillation, wastewater treatment, used oil recycling, waste consolidation, repackaging, lab-packing and de-packing, universal waste consolidation, and trans-shipment to other treatment, storage, and disposal facilities (TSDFs). Reusable solvent products are reclaimed by means of settling, physical separation, distillation, evaporation, and dewatering. Recycled solvents are sold or exchanged for reuse; non- recyclable or non-treatable wastes and wastes generated by recycling activities are manifested off-site for use as supplemental fuels, for destructive incineration, or for disposal by other means. Some wastes are collected in their original containers and reshipped to other off-site facilities. Veolia receives and ships wastes off-site by bulk containers such as tanker truck, truck van, railcar, and in containers such as drums and roll-off bins. Veolia accepts most types of hazardous waste, designated as RCRA (federal and state listed) and non-RCRA (state only listed) waste as well as non-hazardous wastes. The Facility is located on an approximately 7-acre parcel and is located at 1704 West First Street Azusa, California, Los Angeles County, at the corner of First Street and Motor Avenue, approximately twenty miles northeast of downtown Los Angeles, less than one mile south of Interstate 210 Foothill Freeway, and just east of the Santa Fe Flood Control Basin. The Hazardous Waste Facility Permit Renewal allows for the continued operation of the Veolia Facility for ten years, with minor modifications to the Facility and authorization to store universal waste in all container management areas/units, in addition to the already permitted hazardous and non-hazardous wastes. The Renewal does not seek any new expansion of waste capacity beyond that previously analyzed in the IS/ND. Based on the analysis contained in the administrative record, granting the Permit to allow for the continued operation of the Veolia Facility will not cause new significant environmental effects not previously analyzed in the IS/ND. The proposed project includes minor changes which are mainly comprised of the construction of containment berms; addition of decanting room; reconstruction of two (2) existing loading/unloading bays; increasing railcar size and extending containment surface to include permeable track surface at the edge of the containment to prevent accidental splash escaping to the environment; addition of one Los Angeles County Sanitation District permitted tank in wastewater discharge permit into the RCRA Permit; and addition of two RCRA tanks, that will not create significant environmental effects not previously analyzed. DTSC has concluded that the Permit will not result in any new or more severe significant impacts
