Document Description
The Department of Toxic Substances Control has issued an Emergency Permit to U.S. Marine Corps Air Ground Combat Center, Twentynine Palms, (MCAGCC) to treat hazardous waste by open detonation. The item to be treated is a 20 mm practice round which was turned in to MCAGCC. MCAGCC Explosive Ordinance Disposal (EOD) personnel have determined that the item is considered unsafe for shipment or indefinite storage. The emergency is effective from November 22, 2010 through December 24, 2010. Treatment will be scheduled depending on weather, logistics, and availability of personnel.

Reasons for Exemption
The proposed detonation will be performed in a manner that minimizes potential environmental effects or impacts by implementing the following controls; Treatment will be performed on MCAGCC EOD Range 051. The range is a secure facility located and designed for this use. Only EOD trained specialist will be handling the material. Movement, preparation, and treatment of the item will be in accordance with established standards as described in Department of Defense documents, including dindividual Training Standards (ITS), AEODPS Series 60A-1-1-31, General Informaiton on EOD Disposal Procedures, and item specific EOD technical orders.
