The Agency is proposing adoption of the Plan for the purpose of enabling the effective redevelopment of an approximately 1,101-acre Project Area. The need to prepare and adopt a Plan has been determined by the City Council and the Agency for the purpose of helping to eliminate blight in the Project Area, upgrade public facilities and infrastructure, and promote and facilitate economic development and job growth.
