Document Description
The Proposed Project would involve the removal of the existing eight foot high wall on the north side of Station A and replacement with a new permanent 12 foot wall. The old eight foot wall would be placed above the 12 foot wall above the second floor deck. The project is necessitated by the proposed development of the adjacent multi-story SHRA residential development.
The purpose of the proposed project is to provide adequate security and separation between the Substation A facility and the proposed SHRA residential building. By adding the elevated wall the proposed project would improve the safety for the anticipated SHRA residents, while meeting SMUD's identified Board Policy Goal SD-6, which aims to create a safe environment for employees and customers. Implementation of the proposed project would benefit SMUD employees and individuals within the SMUD service area downtown.

The project would be exempt, as it would involve the replacement of the existing wall with a new wall of similar dimensions at SMUD's Substation A facility. In accordance with Section 15302(c) of the CEQA Guidelines, the reconstruction or replacement of a utility facility at the same site with no significant expansion constitutes a Class 2 categorical exemption. The purpose of the proposed wall would be to address to presence of a new receptor and would be in response to an existing CEQA action.
