Document Description
The purpose of the proposed project is to install a connection between these three major water production and management facilities to allow large volumes of water to be shifted between them for better overall water delivery system management. This is a project designed to enhance the overall ability of the District to deliver water where it is needed. The 20th pipeline is approximately 4,540 lineal feet in length and the 16th pipeline is approximately 2,060 lineal feet in length. Total length of new pipeline to be installed is 1.25 miles.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have deemed to have minimal impacts on the environment. The proposed installation and operation of the Plant 12 to Plant 150 and Plant 150 to Plant 28 Pipeline project have been determined to have no potential to cause significant adverse effects on the environment and will ensure the water can be moved efficiently and as necessary between the District's Plants 12, 151 and 28 as needed. Categorical Exemption Class 3 exempts "the construction and location of limited numbers of new, small facilities or structures; (d) Water Main, sewage, electrical, gas, and other utility extensions, including street improvement, of reasonable length to serve such construction." The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project activities. The proposed installation and operation of the new connecting pipeline have been determined no to have a potential to cause significant adverse environmental effects as a result of any the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 3 Exemption.
