Document Description
The purpose of the proposed project is to replace existing water distribution pipelines on these roads within the existing roadway right-of-ways. The replacement pipeline will be 8th in diameter to meet current fire flow requirements and approximately 2,904 lineal feet of pipeline will be installed.

Reasons for Exemption
by the State Legislature not to be subject to the California Environmental Quality Act (CEQA), i.e., not a project under the Statute. The proposed action is the installation of approximately 2,904 lineal feet of 8" water pipeline along existing paved roadways within the City of Highland by the East Valley Water District that would deliver adequate water supply and fire flow to the project area. Statutory Exemption 15282 (k) states: (a) This division does not apply to any project of less than one mile in length within public street or highway or any other public right-of-way for the installation of a new pipeline… The proposed action has been determined to fall within the scope Statutory Exemption 15282. Therefore, this proposed action is not a "project" subject to CEQA or the State CEQA Guidelines.
