The CA ARB proposes two sets of regulatory amendments to the existing CA Cap on Greenhouse Gas Emissions and Market-Based Compliance Mechanisms. A programmatic FED, or EA, was prepared in accordance with ARB's certified regulatory program for that regulation adopted in Oct., 2011. The first set of proposed amendments to the existing regulation includes changes that clarify ARB's ability to implement, oversee, and enforce the existing regulation. The second set of amendments would allow CA's cap-and-trade regulation to link with Quebec's cap-and-trade regulation. Both proposed regulatory actions are analyzed in a single staff report which includes an EA.
