The Campbell Avenue Portals Project would create pedestrian tunnels - portals - behind the existing bent walls of the Highway 17/ East Campbell Avenue underpass. This project will be undertaken to enhance pedestrian and bicycle access and safety through the underpass, resulting in increased connectivity between Historic Downtown Campbell and the Pruneyard Shopping Center.
