Document Description
In January 2011 the Chino Basin Desalter Authority (CDA) adopted a Mitigated Negative Declaration (MND) for the Chino Desalter Phase 3 Expansion Project (original project) and approved implementation of the project. Over the next several years the CDA assembled funding, including federal funding from the Bureau of Reclamation, and CDA has proceeded to implement the original project. When considered at the broadcast level, the Phase 3 Expansion Project is being implemented to take groundwater with various levels of contamination in the southern portion of the Chino Basin and treat it to remove the contamination to levels below a threshold that allows the groundwater to be delivered to CDA member agencies as potable water. The CDA presently operates Chino Desalter I and Chino Desalter II. These existing facilities convert contaminated groundwater, primarily with nitrate or total dissolved solids at unacceptable levels for drinking water, to potable quality water. The Phase 3 project objective was and is to expand groundwater extraction to meet the objective of delivering 20.5 million gallons of potable water per day (MGD), approximately 14,236 gallons per minute (GPM) of production).
