Document Description
CDFW is executing a Lake or Streambed Alteration Agreement (SAA # 1600-2014-0219-R6) pursuant to Section 1602 of the Fish and Game Code to the project Applicant, Chino Basin Desalter Authority, represented by Mr. Curtis Paxton, 2151 S. Haven Avenue Suite 202, City of Ontario, State of California, 91761. Prior to notification, the Applicant constructed launching and receiving pits associated with the Santa Ana River crossing micro tunneling operation, and began to lay pipeline underneath the river. The Micro Tunneling Bore Machine (MTBM) used to tunnel under the river hit an obstruction on July 2, 2014, causing the MTBM to be deflected off line and grade. Subsequent attempts to pull back the MTBM have failed. The project is limited to the actions required to locate the MTBM and to gather the data needed to formulate a plan to retrieve it. Impacts include partial removal of portions of the City of Norco's existing levee and the removal of 0.10-acre of riparian vegetation to allow access for ground scanning equipment, auger cuttings (if necessary), and the construction of a ramp and platform for a large drill rig. This project will result in the temporary loss of 0.10-acre of riparian habitat as well as temporary impacts associated with the two 25-foot by 15-foot launching and receiving pits.
