Document Description
The project consists of revising the adopted Fresno County Regional Master Bicycle Plan to include the San Joaquin River Trail, a conceptual recreational equestrian and hiking trail, already identified in the Transportation and Circulation and Open Space and Conservation Elements of the October 2000 Fresno County General Plan. The conceptual San Joaquin Trail is a minimum of eight feet in width and a maximum of 12 feet in width, located between Millerton Lake and Italian Bar Road at Redinger Lake, generally along the San Joaquin River. The project also consists of revising the name from Fresno County Regional Bicycle Master Plan (Revised Plan). The Revised Plan will provide the framework for future development of the County's bicycle, pedestrian and recreational trails network and will make the County eligible for local, State and federal funding for bicycle and/or recreational trails type of projects. The Revised Plan is intended to guide and influence bikeway, pedestrian and recreational trail policies, programs and development standards within the County of Fresno for a safer, more comfortable, convenient and enjoyable environment for all bicyclist, trail users and pedestrians. The Revised Plan has been developed to complement the Transportation and Circulation and Open Space and Conservation Elements of the October 2000 Fresno County General Plan, which includes goals and policies to accommodate all modes of transportation through a balanced system of streets, highways, rail systems, public transportation and airports. Further implementation of specific projects and programs contained in the revised Plan may require project specific environmental documentation under the California Environmental Quality Act at the time the project is considered.
