Document Description
Planning Case No. 2010-064 (Plot Plan) is a proposal for the construction of a new 16,951 square foot pharmacy/drug store with dual drive-thru lanes on a vacant 1.76 gross acre site located at the southeast corner of Newport and Bradley Roads in the incorporated city of Menifee. The applicant is proposing that the facility be operated on a 24-hour basis. The use as proposed also includes an interior mobile ATM machine and the sale of alcoholic beverage (see below). The building consists of two-levels; 14,654 square feet on the ground floor and 2,297 square foot mezzanine area. The building proposed includes sprinklers for fire safety and proposes a split between mercantile and storage for occupancy purposes. The overall building height is 32 feet. The proposed lot coverage is 19.2 percent. The proposed landscaping for the site will be approximately 16 percent or roughly 12,185 square feet. As part of the proposal, 74 parking spaces will be provided with 70 standardized and 4 spaces meeting disabled standards for accessibility. Planning Case no. 2010-065 (Conditional Use Permit) is a request for a Type 21 Off-Sale General alcoholic beverage license in association with the drug store/pharmacy. This license type authorizes the sales of beer, wine, and distilled spirits for consumption off the premise where sold. Minors are allowed on the premises. The California Departments of Alcoholic Beverage Control identifies three existing Type 21 license within Census Tract 0427.12 for Ralphs, Target and Beverages & More. Planning Case No. 2010-066 (Specific plan Amendment) is a request for an amendment to the Cal Neva Specific Plan No. 208 to permit the pharmacy/drug store use in a zone envisioned for office type uses. The amendment will involve modifying the list of permitted uses to explicitly identify a drug store/pharmacy with the provisions of drive-thru lanes.
