- The DOE proposed Federal action is the granting of a Presidential permit to Energia Sierra Juarez U.S. Transmission, LLC, for the construction, operation, maintenance, and connection of either a 230-kilvolt (kV) or a 500-kV electric transmission line that would cross the U.S.-Mexico border in the vicinity of Jucumba, California, in eastern San Diego County. The proposed line would be constructed on either lattice towers or steel monopoles. The interconnection for the transmission line to the U.S. transmission grid system to the existing Southwest Powerlink would be provided by SDG&E at its proposed Eco Substation switchyard facility.
