The project is the Department of Toxic Substances Control's (DTC's) approval of an Explanation of Significant Differences (ESD) for The Learner Company (TLC) site (Site). The approval of this ESD would modify the existing Removal Action Workplan (RAW) that is designed to address soil contamination at the Site, which was approved by DTSC on October 27, 2010. This action is being taken pursuant to the authority granted under the California Health & Safety Code, Chapter 6.8 and the federal Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Section 121.
