The Contra Costa County Flood Control and Water Conservation District proposes to expand two existing flood control basins in order to provide flood protection to downstream communities along the lower reach of Marsh Creek between San Creek and the Marsh Creek outfall into the Sacramento-San Joaquin River at Big Break in Oakley, east Contra Costa County.
