- NOTE: Review Per Lead The project consists of a residential and commercial planned development on 24.93 acres. The project has been designed as a compact, walkable neighborhood to complement the adjacent Town Green and downtown Windsor area. The project consists of 403 residential units and 77,000 sf of retail space. A General Plan Amendment is requested to change the existing land use designation from "Mobile Home Park" to 19.1 acres of "Compact Residential" and 6.3 acres of "Retail Commercial." A Rezoning is also requested and would change the existing zone from "Medium Density Residential" to 18.1 acres of "CR" and 6.3 acres of "CC (Community Commercial)." The remaining 0.53 acres is existing infrastructure and roads.
